Droopy is an animated cartoon character (a basset hound detective), created in 1943 by Tex Avery for theatrical cartoon shorts produced by the Metro-Goldwyn-Mayer cartoon studio.
Droopy is slow and sad, he spoke in a jowly monotone, but is capable of surprising exploits, and can be incredibly merry ("I am happy!").
